I am looking at a 1982 Blazer with what I believe is a NP 208 Transfer case and automatic trany. The automatic hubs in the front have been replaced with manual hubs. Can I tow this with all four wheels on the ground. I am looking at this vehicle to tow behind my motorhome as I travel.

That depends on the distances you are going to be travelling. My dad had tow behind hitches on the front of his last four farm trucks to tow behind the our dump trucks, tractors, etc ranging back to a 4wd '79 Chevy pickup. But this was only for short trips.
I have always been leary of towing a 4wd vehicle for extended periods. With a dolly, I would disconnect the rear driveshaft, taping up the cups and strapping the driveshaft to the underbody so it wouldn't move around. I would think that the same would be true with the TC in 2wd or neutral and all 4 wheels on the ground with the front hubs unlocked.
