I would first remove the actuator, get a set of vice grips, and see if that cable will engage the front hubs. If it does, then get a MityVac or something similar, and see if the actuator holds vacuum. If it does, then start checking all vacuum lines with the MityVac (all that go into and out of the vacuum switch on the transfer case, and everything under the hood including HVAC lines...they are all related).

I'll check into the lines don't think it's those though/ they were unhooked when I got it. Tranny work was done on it. I'll also try the MityVac thing and see what that does. Thanks for the advice.

I replaced the actuator. I'm gon replace all the lines/hoses next. That will prolly take care of it.

OK so the actuator is replaced. And I am 95% sure that the 4x4 Solenoid is bad. the vacuum line for it is cracked and weak. But idk where to find that part. O'reillys doesn't have it. But i really need this fixed as well b4 snow starts fallin. Any ideas?

Ok. Well I replaced every single vaccine line and actuator. And I'm the TN and ECCO is good. Transfer case is good. So either the switch or vacuum line distribution port off the Transfer case. I am pretty sure that I am getting enough vacuum though. I should have both replaced within a week or so and will keep ya posted.
