Default 4x4 issues

I have a 95 blazer and i am not understanding my 4 wheel drive. its the 3 button vacuum activated style. Anyway i push the 4x4 buttons hears some clicks like usual and the light comes on and stays on like its suppose to. The trouble is the vehicle is still only in 2 wheel. If i put it in 4 lo, its geared like its in 4 lo and only does like 20 mph, but is still only in 2 wheel drive. Someone please help me understand this.
