Default 4x4 sticking

i have a 2000 chevy blazer ls 4dr 4wd and i have the 3 button 4x4 switch and what the problem is, is that when i want to put it in 4hi or 4lo it wont switch into it unless i get all irritated and press the button alot and hold it or when it wants to it also does the same thing when switching back to 2wd. also when im trying to get it to switch when i press/hold the either button i can hear (not necessarily a clicking) but a ticking noise that sounds like its trying to do something, and also the lights seem to work when they want to and sometimes all the lights come on at once. could it be the switch its self or the actuator?
