doesn't seem to be frozen. it moves so i may have a cracked line , damned if i could find which one though. if i get it found i'll let you know. otherwise i might have to try that cable lock. thanks

Should be somewhere close to engine manifold vacuum pressure. If it is low, then you have a cracked line somewhere.
It is also possible that the cable itself has started to freeze up a bit. You may need to lubricate it.

Good point. Replace all the vac lines.
Then...replace your vacuum actuator.
Then...replace your vacuum actuator.

Ok I've just taken the battery tray out again and then ran the truck up on 4 jack stands. When I turn on the 4 wheel drive the actuator sucks down all the way and pulls the cable a good half inch, i can't make it pull back and further by hand, and the front wheels still won't move. If the vacuum is strong and moving the actuator like it's supposed to and the transfer case is locking up what else can it be?

It is quite possible that something inside the front axle is busted. When you put it in drive with the truck up on jack stands and in 4wd, does the front axle spin? If not, then it is something in the transfer case not getting into the appropriate mode.
