Default 99 blazer 4x4 code P1875

So the 4x4 switch which is the 4 button has all the lights on at all times, besides when it randomly decides to work, sometimes it will pop up service 4x4 on the cluster and will make clicking sounds and then work as if nothings wrong, but as soon as you turn off the key and start it again it's back to all lights on and not working, when it has all the lights on it seems to bog down like it doesn't want to shift from 1st-2nd gear at and also won't go past maybe 2500-3000 rpm even after it gets past 30 mph but will shift the rest of the way up. The service engine light will go on and off periodically and throw code P1875 but even when there is no service engine light it still does the same thing it only works correctly when it randomly works. The connectors to the TCCM in the passenger kick panel where corroded a bit so I tried cleaning them up and no change, also had a few vacuum hoses in the engine bay that where dried up and split which have been fixed, the actuator under the battery looked to be in good condition I'm assuming this is electrical, tried looking for the ground under driver side door but there wasn't one which after that decided to look online and lead me here posting this

When it does the service 4x4 light and clicks the 4wd works as it should also, goes into 2WD,4HI,4LOW, and auto
