I hear that there is some tool to make sure you drill out the rivets first time dead center.
Any truth to this?

no you cant just take a punch and hit the rivets making them fall out......until you grind the heads of them off. drilling them out as far as i know is not a good idea either you could distort the way the ball joint lines up with the control arm. all you do is get your grinder out, grind down the heads of the rivets make sure u dont cut into the control arm, once there ground down properly you just hit them out with a punch and hammer. everyone hates doing stock ball joints but 8 out of 10 times i prefer stock ones over some retard who puts the bolts in the wrong way so u cant get a socket or even a box wrench to hold the bolt to loosen it....i love when people FIX things

There is this really high tech tool that has just recently been designed that makes sure the drill bits goes through the center of whatever you are drilling.
It is called a center punch.
It works, providing the operator is dead center before striking it.
