Front Drive Shaft

Default Front Drive Shaft

I have a 1998 chevy blazer and noticed that even in 2-wheel drive the front drive shaft is locked and does not turn freely (moves back and forth a bit). I removed the battery and battery plate and the Actuator works, but did notice that as soon as the truck starts up the actuator pulls the cable and locks the drive shaft?? I was wondering what the problem might be, since there is no vacuum soleniod on this vehicle??
