Default Leaf spring bolts

I'm taking the leaf springs out of my parts frame. I took the bolts out of the shackles, they came out very easily. I just hit them out with a hammer and drift pin. But the bolts in the leaf(where the perch is) WILL NOT COME OUT!! lol I've tried Turning them(they turn) Hitting them out with a sledge hammer, hitting them and turning at the same time, I've tried using a C-clamp, Heating them up with a torch, Air hammer and lots of wd40 and pb blaster.
My question is how would a shop take these bolts out?
These bolts are being a big PITA!! lol

Leave them there and press out the bushings and put new ones in. The problem is they seize to the sleave inside the bushing so usually you think your turning the bolt but turning the sleave. Maybe try a impact

I forgot to mention ive tried an imact gun lol.. How can i leave them there lol they keep the leaf springs onto the frame and i need the springs. lol And you would need to take the bolt and springs off to press off the bushings right? If you don't you'll just press it into the frame/perch. I am completely out of ideas..lol

Duh on my part. 4 1/2 inch cut off wheel or torch will make short work of those bolts to get them out. I've tore apart a few s10s and k5 blazers and those bolts never come out
