Default Leaf Spring Bushings

Changing out my leaf spring bushings and have a question on something that doesn't seem right. Typically components are a mirror image of one side compared to the other. Meaning if something is outboard on one side, then it is outboard on the other. However the bushings I have removed have the flange on the passenger side on both sides. Shouldn't the flange be either outboard or inboard on both sides? Is there a reason the bushings would be inserted from right to left (as your facing the rear of the truck) on both the drivers side spring and the passenger side spring? Or does it matter?

EDIT: Posting this on my phone, so if my signature block is not showing, we at talking about a 98 Blazer ZR2 4.3 Vin W
