Default Need some help with a 4wd problem

Hey guys,
I have read a few articles on here while troubleshooting a 4wd issue I am having and decided to register and see if you can tell me what's wrong.
I have a 1999 Blazer S-10 model of course LS trim 4x4 with the vortec v6 in it. When I put the truck in 4wd I have no power to the front wheels. First thing I did was put it in 2 hi and crawled under it, the front driveshaft spins freely, put it in 4hi and 4 lo and you can hear the transfer case shift and the front driveshaft is solid like it should be. Ok, so I jack the rear end off the ground fire it up put it in 4 hi and it won't pull itself off the jack, hubs aren't locked in. So I pull the battery and the actuator looks good so I fire it up and then pull the battery out while running. In 2wd the actuator is sucked back, in 4wd the actuator still has vaccum and is sucked back. So here's my problem or 2 problems, I always have vaccum at the actuator and the hubs don't lock in. Please help and I hope it's an easy fix, I need 4wd. I know what these babies can do and 2wd don't cut it for me.
