I have a 2003 blazer with 48000 miles on it. While greasing the pitman arm I notice grease causes arm to move by the castle nut. Normal?

move in which way?? up and down like vertically or side to side like it would be steering?

Idk. It hasn't been touched from the factory. Cotter pin is still in. Should i tighten it? How tight do u go?

Should it have a rubber boot that fills up with grease?

Is there play in the tire on that side? Jack that side up and grab the sides of the tire and wiggle back and forth and check for play. It may be bad or it may just need tightening

Not normal, there should never be vertical movement in the joint. If it's 2WD the center link needs replacement. If it's 4WD the pitman arm needs replacement.

I used a pry bar and I couldn't get it to move.

But the grease gun made it move????? Shouldn't be any movement, ever.
