Play in Steering Wheel

Since I've owned my Blazer, it has always had an area between maybe 15 and 25 degrees when steering left or right from center that would feel really loose. It adjusts the steering when you rotate through this area, but very little. I was curious as to how you can fix this play. Also, the steering wheel has always been slightly off to the right to align the wheels. Even after having an alignment, this play and off-centered steering wheel exist. Any suggestions?

I got rid of the rag joint and the tulip joint by replacing the steering shaft from a Jeep Cherokee. It has a U-Joint at the shaft and at the steering gear box. But this is on a first gen S15 Jimmy. This was one of the best upgrades I have done. No slop in the steering and I do not notice any NVH.
