Default SoCal Whine, Front End Humming Noise

This 99 4-door LT with 144K miles has a low pitch whine/hum noise that varies with speed, but is most noticeable in the 12 to 25 mph range, both in gear or coasting in neutral. It seems to come from the front, with no change when braking or by switching from 2wd to 4wd, or while steering from side to side.

After reading many noise related posts for a few days, I find that this trouble may be over my amateur car guy status. I am new to Blazers, in fact this is my GF’s vehicle and she is new to the L.A. SFV area, with no reliable-trustworthy mechanic on-call.

Does anyone recognize this problem or have any suggestions who to speak with around here?

Thanks.
