Steering Damper - Supposed to be one on a '97?

I recently bought a '97 LT 4dr 4x4 with 200k.
I was under it replacing the leaky oil lines and noticed a bracket for a steering damper on the frame, but no damper. Am I supposed to have one?
The steering is a little loose going down the road, but bumps don't seem to send me all over the road. The looseness feels like the steering box, and it looks like the ball joints, tie rod ends, idler arm, and pitman arm have all been replaced.
