Default Strange 4x4 problem

I have 1994 s-10 blazer with the push button 4 wheel drive. The button will not work unlessI put the vehicle indrive and hold the button down as I slide the gear back to neautral, and then it will only engage the 4 lo. When I try the 4 hi I hear a slight noise from the transfer case but it will not engage. If i set the key to the acc. position I can engage the 4lo while it is in park but never the 4 hi. I used to be able to pull the fuse for the TCCM and put it back n and it would work for a while but no longer. I have tried 3 different TCCM's and one new switch. The transfer case itself was replaced and worked for a while but soon started acting this way.I removed the shift motor on the transfer case and i was able to shift it into 4 high manually. Does anyone know if it could be the shift motor alone causing these symptoms? The motor is also referred to as the encoder, and it shows up as a problem when I check the trouble codes in the TCCM.
