I cranked my t bars all the way and the passenger side is sagging, think its just a bad shock or what?

The shocks will not cause sagging, they just stop the truck from bouncing.
Either the T bars are not adjusted evenly or there is a problem with a bent control arm.

Did you measure your height at all 4 corners before your adjustment and after?
