arnt mini-spools pretty cheap, and much safer than just welding an open diff together?

A locker is much better than just welding the gears together. A locker will still allow for the wheels to turn at different rates when necessary, but lock up when necessary.

Welding the gears or installing a spool will be very bad for on road use. Excessive tire wear will be a big problem.

Plus tire spin around corners.
