Default New offset rims rubbing with some vibration

Hey all, i am new to aftermarket mods. I just put a set of negative offset 15 in rims (235 70 R 15 to ne exact) on my 2 door 2000 s10 blazer 4.3 4x4. I noticed they tend to rub when turning and theres also some vibration at moderate to high speeds. I cant tell if the rub is on the fenders or not. Even though the rim and tires are smaller then my stock 235 75 R 16s it seems to have less clearance when flexed (just an observation). My question is if this is a potential problem and if so how can i remedy it. I dont mind cutting the fenders if need be. I know offset can be hard on balljoints but other then that im ignorant to other potential issues they can cause. Any information is helpful. The truck is stock hight and suspension is stock as well (Whats left of it).

Take a look at the frame, look for a bright spot on it both sides.
