Default 2002 TB window switch problem

OK, here it is. Daughter's 2002 Trailblazer master window switch quit working on all windows, as well as locks, seemed completely dead. Checked for voltage and found 12V on both connectors to the switch, so I bought a new switch and installed it. Guess what? Same thing. Still doesn't work. Does this switch need to be programmed to the car (or vice-versa)? By the way I asked the local dealer and they asked me for the VIN, then told me It didn't need programmed. so what's up? Thanks...

It should be covered under the recall by GM. Surprised the dealer did not mention that.
