Constant key buzzer and mystery plug

Default Constant key buzzer and mystery plug

I have a 1997 S10 4x4 Blazer with an electrical gremlin. After going through the fuse box and putting all the correct fuses back into their slots, they key buzzer now sounds constantly when the key is in the ignition. Even when the vehicle is running, the alert sounds and apparently for at least a couple minutes (until I could stand it no longer). Does anyone know why this might be the case and how to go about correcting the issue?

Also, the previous owner or someone left a disconnect electrical connector in the center console. I'm attaching pictures of the thing; anyone have a clue what it might be and where it's supposed to go?
