Default 92 blazer engine vacuum at idle

Does anyone know what the engine vacuum on a 4.3 vortec is at idle?

16-20in Hg sound about right?

Here's a nice guide to vacuum readings

After checking the idle vacuum, jumping 14-19in, it confirms I need head work done. Also, might explain the hunting idle, always thought it was a fuel issue not vacuum. I was wondering does anyone know if a 5in swing in vacuum impact the FPR enough to cause problems at idle?
