Locking plate won't come out!!!

Default Locking plate won't come out!!!

Okay so I bought this blazer with no keys, and that today I went to go change him out and once I pop the steering wheel off and pop the locking ring out this is what I saw. I know the previous owner had tried to take the lock cylinder out for us before we bought it and I think this is why it's all screwed up. Is this a locking plate cover or what cuz whatever it is it won't come out and I need to get the cylinder out.

Its all bent and ruined. Do I need it? It seems to be holding the lock plate in. Already removed the clip that has to be removed with the Locking plate compressor.

did you remove all the screws? i see one in the upper left in that hole in the first pic.

Yep, I forgot to mention that. I had to twist that a little to be able to see the screws. The previous owner used a screwdriver to try and pry it off
