It's setup for no A/C. But I need a new belt aanyways so I am just going to pick up a A/C length belt and route it right.

 

The power steering pump could be permanently whining also if it ever ran for a period with too little fluid. It will damage the pump and have to be replaced. I ran into that issue when my pump started leaking and I didn't keep it properly filled.
