That is something to line up on. These things are on there pretty good. If you go get the right tool (buy it or rent it) you'll see that it just hols the tool in position. If you take a look at the thing you have a groove in the front. This is what the tool grabs and when you crank diwn on the tool it's what actually pulls off the pulley. Once you get the tool it'll become apparent as to how it works. Mine was so tight I had to use a cheater pipe to get it off.

When you re-install the pulley make sure that that the pulley is far enough on the shaft to be co-planer with all the other pulleys. If you do not get the pulley on far enough the belt will not not run straight and will tear itself up on the edges of the pulley. (This is fsrom first hand experience)

The service manual says to install the pulley flush +/- 0.25mm or 0.010". If you go flush it'll be just right. By the way the threads you see in the end of the shagy is for a pilot bolt for the remove/install tool.
