Rough weak idling some stalling due to ESS Charcoal Canister???

So for about a month now my 85 has been idling very rough & weak. Sometimes even to the point of stalling. I was told my ESS Charcoal canister may be bad or have a bad purge valve. I looked at it & did not have a filter. This theory kind of fits as I have always had a funny smell in the engine compartment on the drivers side. Also while the canister was off the truck it idled the same indicating the canister is not doing anything right?
So what do you guys think?
Anything else I should look at or try?
Where can I find a new canister if need be or how can I do away with it?
Also what is this round thing in the pic?

The round thing is the vacuum storage container. It should be hooked up. Also, on my 2.8, the Charcoal canister is hooked up to a ported vacuum switch, but I have mine ran strait to the engine and just did away with the switch.

You need that round thing,it stores vacuum for the air conditioning and for other things. without it your air would blow weak at idle. I already found that out myself the hard way...pfft..
