Make sure you check the wires leading to the coolant temperature sensor (CTS). Make sure the ground has continuity and the sensor is getting the proper 5V. On my Buick LeSabre the CTS was bad and so was the wire going to the sensor. I had to replace the pigtail going to the sensor for it to work properly.
Also check the fuel pressure. I'm not familiar with the TBI intake since I have the Vortec CPI so I can't tell you where the test port is on the TBI. There are other members here who know the TBI far better than I and they can probably tell you where it is.
