That is hard to say really because this is a subjective question. If you look on something like you tube you can find sound clips and decide which sounds best to you.

The glass packs are going to be alot louder than the mufflers, some people like it, others dont. Ive found that glass packs like making alot of vibrations, whereas the mufflers dont vibrate and you only hear them in the cab when you load up the engine.

If you are looking for a vote, I say mufflers.

The glasspacks rapp better, but the police wont like the excess noise. The mufflers will sound great and keep the fuzz off your butt.

They both sound sick on 4.3s, youtube is all you need to see what they sound like.

You can probably get a complete dual system made at the shop with glasspacks for about 350 bucks. With mufflers it will be a little more. Add tips on top of that. You can save some money by NOT buying the name brand mufflers, and just buy whatever the muffler shop stocks (they will be the same inside and cost less kinda like buying no-name medications instead of name brands) or having them make a cat back system that is single in/dual out (this is what 99% of cars today with dual tips have underneath). I always buy fancy tips, and it seems the tips alone are half the price - Nice stainless tips are usually 150 each. My trucks gonna have true dual straight pipes with the resonator tips I got at a garage sale hanging out the back, it will be loud, but Im not using it as a daily driver ever again. Oh and the shop can always cut your muffler off and fit both a muffler or a glass pack to let you hear it running before they weld whatever you want on.
