Question Torque converter or TCC

Hi guys this is my first Blazer and overall i'm happy with it but i do have a problem that i cant really put my finger on. First of all its an 83 s-10 blazer 4x4 with the 2.8l v-6 automatic.I did a complete tune up 3 weeks ago, plugs wires cap rotor and vaccume lines, it didnt help this problem although it starts and runs smoother. I've been searching forums and Google and i think ive narrowed the problem to the torque converter or TCC.
When i drive the blazer it seems like i have to give it alot of gas to get moving, and it shifts pretty quickly.. not firm but 1-2 and 2-3 happen within 5-7 mph of each other. If i floor it it seems not as noticable, but shifts are still sluggish. Also when i go up any kind of hill it moves like a snail even with it floored. i've done the " drive at a constant speed and touch the brakes" test and my RPM'S stay the same, i belive they should go up as my 99 s-10 did. I dont know if its related but another problem is when i start the truck and it comes to operating temp it doesn't wanna stay running at red lights. if i floor it to the next light it will idle smooth, but if i shut it off and start it again, same problem happens and i have to drive it for a while before it will idle on its own. I'm stuck on this and any help or thoughts are much appreciated.
