Default Weber carb: emissions gutting advice needed

I live in a remote village in rural Alaska. Zero laws, other than those that don’t apply here. I have a Chevy S10 Blazer. V6 2.8 1985 that I’ve got running finally. I’ve put a Weber 38 outlaw carb on, but when I tried to consolidate some vacuum, it began shuttering and stalling. Please, I want to know the naked basics that I need to make this vehicle drive well. We have 20 miles of 20 mph dirt roads, zero concrete, no connection to ANY other road system. This truck was brought in by barge and will never again see street. The EGR valve does hold vacuum but I don’t think unplugging it caused it, because this carb did run better without it earlier. I understand I may have to retime it possibly, but what minimum vacuum routing makes sense to get it running close to right ASAP so I can go use it.. thank you!

A bit late as it seemed an ASAP question.

Still 5c worth: From your description in the text I understand that at one point it did actually run. Is this correct? If yes, can you make it run again?
Not sure what you mean by "minimum vacuum routing" related to the carburetor. Depending on the engine vacuum will be used for:

NEEDED:
  • -brake booster
  • -ignition timing advance

MAY NOT BE NEEDED:
  • -vacuum reservoir (ball)
  • -automatic transmission downshift
  • -HVAC (may be plugged temporarily)
  • -4x4 actuation
  • -other actuators which may or may not be needed for driveability

I would do:
  • Plug "all" vacuum ports at the carb. (rubber caps or piece of hose with plug [not a bolt]).
  • Get basic information about jetting for this engine.
  • Check correct float height and basic adjustment (i.e. idle screw closing of the butterflies).
  • Check for correct fuel flow to carburetor.

Once you can run it in idle check ignition timing. (This is really important. If the timing is off nothing around a carb will make sense.)

Things to consider
Carburetor Gasket?
Vacuum ports in the manifold
Check valves in correct positions and working correctly (i.e. for brake booster as I don't think they will source it from the carb body.)
