Default 96 Jimmy - no voltage to fuel pump?

I hope you guys can help...I am replacing a dead fuel pump and before I put the tank bank on, etc. I checked the voltage going to the pump (at the pump connection point) and I am not picking up anything. All fuses are good - is there anything else that would cause no voltage to reach the pump? Are the 3 relays in the glove box supposed to be the exact same? There isn't a label on the cover stating what they control.

Also, when I turn the jimmy to "on" while testing the voltage, the fuel gauge display shows WAY past a full tank. The fuel level sender is not connected. Not sure whats up with that.

Thanks...
