I assume you do not have the automatic HVAC, correct?
I have the same problem in my 2002...there is always heat coming out of the floor vents...not much but enough that on a drive longer than 30 minutes, ones feet get hot.
I assume this is the blend door actuator/motor or blend door itself problem in that the actuator is either not competely closing off the heater core air flow or the door is cracked/broken.
I have yet to check the operation of the blend door motor.....a bit difficult to get to....but if it is the blend door itself, then dash removal is required to access the heater core box. Just not something I want to do...perhaps shortly as I may have lots of time on my hand by the end of the month....can you say unemployment!
