Secondary air injection system

Secondary air injection system
Does this air pump come into play each and every time you crank up the motor or does it only get a signal from the ecm only on cold start up?
My 30 fuse is good. The 10 is good but the switches or valves for this do not work. Switch did not open vacuum line at the firewall to the switch down at the pump, thus no vacuum to the air flow valve. I have wired the motor to the battery and that is working and blowing.
I swapped the relay with the one on the firewall and the air pump ran once. I cannot specify how long it was before I made the swap and the motor was running.

Update
I've concluded the air pump only runs when ecm recognizes cold start. This cold morning the air pump is running. The solenoid at the firewall is not working thus no vacuum to the lower solenoid. I'm going to replace both.

What I thought was wrong. There is only one solenoid to be replaced. I thought the solenoid at the firewall had something to do with the secondary air injection but that solenoid is for the 4x4 switch. I did have to replace the air pump and solenoid under the radiator. Salvage yard parts total: $30.00
