I am currently not getting any AC I to the plug off of the AC compressor as shown in the picture and tested to see if I am getting power to it and I am not receiving anything also the ac clutch is not locked up anyone experience anything similar? I found this line in the engine bay looks like a dry rotted vacuum line, but I am not having any symptoms of a vacuum leak. Any idea on where this goes?

Regarding the vacuum line, that looks to be the vacuum supply line. The other end should go to a fitting on top of intake plenum at about the center on its left side. Without vacuum your HVAC actuators won't work and if you have 4wd, your front axle won't lock up.

As Lexblaze stated, got to have the minimal pressure (from the freon itself) sensed, or the compressor will not engage electronically. Probably low on freon. What is the pressure in the system?
If you learn you need to do a full AC system replacement, I have a writeup of when I did mine several years ago on my build thread.
My AC failure turned out to be the compressor vanes deteriorating and clogging the expansion valve. I thought there had been a leak but when I vented the system, it turned out to be over presurized.
I'd suggest renting an AC valve and gauge system from an auto parts store to help with the diagnosis.
