2000 blazer wiring issue

Default 2000 blazer wiring issue

fuel pump harness, black wire, goes from fuel pump to a splice pack. this ground wire keeps shorting out. can i bypass splice pack with this one wire? do i need to get a new splice pack? i search autozone and they dont have them, guess maybe junkyard but who knows. do splice pack outbound wires to the rear go into the vehicle in the back by car jack?

Problem with getting help here may be in your terminology. Ground wires don't short out. Need better/more complete explanation of the problem. If you fuel pump simply doesn't have a good ground, then please state so, and tell us how you tested.
