95 blazer strg collum wiring issue

Cool 95 blazer strg collum wiring issue

OK, got this blazer and some hack has been messing around under the dash.I've squared away all the other issues but What is the damn black box directly under the key swtch,( it has 8 or 10 large gauge wires) there is a switch installed connecting the red/wht to the orange wires. I'm pretty sure the orange is one of the wires that powers the ignition. If the switch is turned off I have no interior lights and the ABS and Brake idiot light stay on. I guess my Question is:
What is the that black box and could is be and Ignition switch issue that is requiring the need for this "jumper"?

That black box IS the ignition switch.

Sounds like someone has bypassed one of the contacts in the ignition switch. This is likely due to a fried contact in the ignition switch.
