2001 Blazer wont start

Hi new to the forum, looking for some help. I have a 2001 Blazer 4.3 L that I just had tuned up, new plugs, wires, filters, fluids etc.. on last Monday 03/25/08. Today the truck will not start. The speedometer is saying it is going 100 MPH standing still and the voltage meter is closer to 9 than 14. I am leaning toward replacing the alternator but wanted some input first, the battery is new also, changed it last week too.
thoughts? direction? any help would be appreciated.

Before replacing anything, I would have the alternator and battery tested at Autozone or Advance. No need to spend money when it's not needed!
