At this point I think you should search the 3 button testing procedure and start at step 1.

yep unplugged fuses for 1 hour
pulled tccm cleaned unit,
plugged back in,
turned key on full cycle turned off 5 times.
all 5 times the push button lights came on solid the 4x4 hi and lo went off and the 2 wheel light stayed on solid no blinking
went back checked the hvac vacuum line and the canister line both had allot of vacuum jo vacuum to the actuator when I hit 4x4 button it stays on solid.
will jack it up tomorrow on the hoist and recheck vacuum lines and the encoder?

new update.
turned key on push button lights flashed once and the 2 wheel light stays on solid,
grounded the pin 13 in the date plug turned on key no lights come on at all.
the self test instructions for the tccm shows that the tccm is ok ?
