If on high traction surfaces, yes, having the 4wd engaged can cause the drivetrain to bind, making it difficult to turn. Extended use will result in damage to the 4wd since the weakest link will fail eventually so best to not use 4wd on high traction surfaces. Snow, ice, gravel, sand, etc are all fine since one or more wheels can slip & relieve the bind.
Curious that nrm mentions hard right turns, but not hard left turns. The 4x4 problem swart mentions is very true and good advise, however, are you sure right turns are notably harder than left turns? Are the front tires both the same size?
