95 blazer high nox at 15-25mph. new cat, new egr, cleaned carbon blockage in upper intake and lower cylinder head egr ports, new spyder injectors. the egr does not stall the engine when manually activated, cause small temporary hesitation. 250 k miles, new fuel pump good pressure. no codes. Any ideas ?
