97 Blazer Front caliper problem

97 Blazer Front caliper problem
97 blazer 4wd with single piston disc on front and drum on rear.
My problem is that my right front caliper will not push the pads against the rotor. They rattle when I drive.
I have done the following- new pads, new rotor, new rubber hose, replaced the caliper twice. Bled right front caliper and left rear drums.
The caliper will work when it is not tightened down all the way and I have gotten the pads to engage the rotor before I tightened the caliper down but the pads back off after I drive a few miles and never work again.
I have no idea what else to do. Any suggestions will be appreciated.

Could you be missing the two spacers that slip into the calipers were the pins go through?
