Default 98 Jimmy, strange powercut out.

Ok so this problem started about a month or 2 ago, and its just getting worst and worst.
At first the gauges would flick on and off maybe once while driving, and when the gauge is off (not reading RPM,speed, anything on the spedometer) it lacks power, But will kick right back on after a second. Now its doing it quite frequently and when your going about 80km/hr between say 1800and2000 rpm when accelerating, it doesnt know if it wants to downshift up shift tach hopes up and down 200rpm.
I have checked battery connections they seem all fine, aswell dont think its a charging problem because the volt meter in the truck stays dead in the middle at 9 i believe and never moves. Is there any sensors that could be causing this issue?

Never had this issue but maybe help you track it down.... Have you checked all your fuses to begin with?
When the cluster acts up, is there any noticeable change in the way the motor runs? noises? Also the volt meter shouldn't read 9 it should read over 14v at least at start up and no lower than 13.6volts when warm.
