ABS, ignition switch?

Very common issue. There just needs to be the smallest amount of play in the bearing to cause the gap by the sensor to open up.

I was wondering, does anyone know if there is a way to measure the vss position? The one that's bad has a few shims on it.

You mean WSS (wheel speed sensor)..? You have to measure the output as you spin the wheel. The output needs to be >250mV-AC. If it is too low, that means the gap is too large and needs to be adjusted in.
