As far as replacing it goes, that all depends on your experience level, tools available (steering wheel puller or welder & some steel to make one, etc), and your comfort level with working around an airbag system.

When I get some time, I can walk you through the steps, just don't know when I'll be able to do that. Things are busy here at work and I've got tons of spring cleaning at home that has to get done before I go on my up coming business trip.
