Received the new actuator link today....and it might, just might be possible to replace the link without removing the dash....just access through the glove box or whatever the storage area is called nowadays.
The actuator link is just pressed-on and has a small clip built-in. Might be able to pry off the old one and then slide the new on.
Will post my results. Going to be a few days though before I am able to try it.

BELIEVE it or not, I WAS able to replace the actuator link through the glove box access. Took about 15 minutes of trying different tools, but I got it. Used a Harbor Freight small "hook" and was able to release the small clip and the link poped-up, reached in and grabbed it, put the new one on. I removed the vacuum line from the actuator so to have max extension, then hooked the actuator to the link and clicked the actuator back into it's slot, put vacuum line back on and DONE!!!.....
