Default BLAZER 1998 Problem with the speed on the stop.

Helo everybody. I'm new on this forum. I live in Poland in Europe. (sorry for my English).
I have problem with my chevy blazer 1998LT. During increasing revolutions on the "Park", the indicator of the speedometer is starting showing the speed but. 3000 revolution = about 20km/h 5000 = 30km/h. I think that maybe reason is dirty or damage speed sensor (Part#: ARBC313306). If I driving e.g. 40km/h and take off my leg from gas pedal, my car running the same speed and very slow down. It's problem with breaking with engine. I checked and cleaned air flow meter and TPS. How to check speed sensor? In Poland speed sensor is very expensive (about 140$) and I'd like to check it before change it.

Can You help me?
