I have a 99 blazer and it tries to turn over, but wont start. My dad is pretty sure it is fuel related being that fuel is not being sent to the throttle body. Any suggestions?

spraying carb cleaner or starting fluid into the throttle body and starting it is a pretty good indicator its something fuel related if it starts for a short period off that. a fuel system diagnostic can be found in the DIY section, very helpful and important to determine the problem.
