Has the engine been replaced? There is a cable that looks similar to that, and it runs from the right cylinder head to the firewall. Maybe when, (if) the engine was out, they connected it up wrong.

Pretty sure (as the Captain said) that is the ground cable that goes from behind the passenger side cylinder head. It attaches to the firewall up way up at the top next to the heater box. But it is a real pain to attach to the head if you don't do it while installing the engine. Matter of fact, I don't even know if it can be done (due to the tight access) with everything in place. Which would probably be why whoever replaced the engine ended up putting it where they did. Probably got forgotten about until the engine was settled in place. What I don't know is if it is important that it is attached to the firewall or not. Stretch it out and rotate it around looking for any holes that look new or with paint scraped away.

Check the rear of the passenger side cylinder head: See if there is a cable going to the firewall, like rockp2 mentioned. There should be several black wires and a woven cable, all attached with one bolt in the head. If not, connect the loose end of your dangly cable to the body, not the frame. The cable is a body ground for most of the electrical components in the vehicle, and it needs to be there. The original cable is attached near the heater core to reduce/eliminate electrolysis problems with the heater core.
