Ok so the dash mode is not working. Sounds like a problem with one of the vacuum actuators under the dash. Either it has gone bad or something is prohibiting the vacuum pressure from getting to it (control head).

You should be able to find the vacuum logic diagrams as well as actuator descriptions/locations in a few other posts.
