I have been having a problem for awhile now with my 2000 Chevy blazer 4door.
I have changed out, so far, the alternator, battery, crank shaft position sensor, cam shaft sensor, distributor, rotor, plugs and wires, pcv valve, engine temp sensor, and cleaned off every ground cable that I can see and get to from the battery to body. Truck will crank and start! but when it gets normal running temp, I turn it off and then it will not start anymore. Any ideas and or solutions will be greatly appreciated. Also, when it is firs turned on the battery light and engine light are off, but when it gets to normal running temp they both turn on, and that's when the fun starts.

welcome from michigan.
you will wanna post this in the maint. section..this area is for introductions.
with that being said you may not have anyone see it for couple days.
in the new post list somethings.
any check engine codes?
did you check fuel pressure?
sounds like you may think its electrical...any reason why?
good luck...sorry i couldnt help ya out more.

yeah at this point i do think its electrical, i changed all that i can change, and today i swapped the ignition coil and the computer. still nothing, and yes the code still reads p1351. thanks ill check on how to repost this on another section

No point on reposting it. The thread was already moved.
Heres a link for that code.
P1351 - Ignition Control [IC] Circuit High Voltage

I am having the same problem with a 96 Blazer. Bought it for $1k. Turned out the spider was shot and barely running because the spider was leaking enough fuel to run with throttle pressed half way (running so lean the tailpipe exhaust burnt the grass). The IC module was doing just enough timing to barely run.
Replaced PCM (cardone remanufactured), ac delco fuel pump, injection spider, fuel filter. Crank sensor, tps sensor, IC module, coil, denso plugs, wires, cap rotor, MAF sensor, idle air solenoid.
Getting 1351 code and no injector grounds pulsing. IC module ac signal waaay too high. 60 psi fuel pressure. will run with fuel poured down intake until that's burned. Unplugged injection spider and manually pulsed each injector and watched fuel pressure drop. Plugged spider back in and she started up great with the fuel that was manually pulsed in, until that was burned up.
Can't figure out why IC module ac signal is so high....which is causing the PCM to not pulse injector grounds. I'm pulling my hair out on this.
PCM CLR 9 has no pin. Pin 8 goes to ICM and ohms out ok. PCM BLK 18 is 21 ohms to ground. Not sure where that wire goes from the Diagnostic checklist. I think BLK pin 18 is a PCM ground and I need to fix it by splicing in another wire and grounding it. Trying to get to the grounds on the back of the cylinder heads today, I busted the oil pressure sensor off tha block. What was GM thinking putting grounds there? And how tha heck did they even attach them with no space for a wrench??

At least yours will start. Why did you suspect the ICM Module heat sink??
On my no start Blazer with the 1351 code...had no spark. The plugs were new Denso platinums and I gapped them down to .45 from .60 and got spark back. Will run with gas poured down the intake now. The AC signal to the ICM is still too high and the PCM won't pulse the injectors.
BINGO! I found it!!!!!! YOO HOO! Chevy Blazer EDI ignition doesn't like the double Platinum plugs the parts store gave me!!!! The resistance is TOO LOW on Denso PT16EPR-L13 which threw the 1351 code and the computer wouldn't allow a start!
Changed the plugs and VrOOOOOM!
Somebody should sue Denso for saying these plugs work on Chevy's! How many people have junked their Blazers and it was the new plugs they put in giving them the no Start???!!!

DANG thats good for you! mine is a tease, it starts but wont turn on after it ran for awhile. so it was just your plugs then? wonder if thats the case for me, i got the duralast brand from auto zone!? i never did gap my spark plugs. im still out here learning. just got my license back yesterday after a 13 year streak of suspensions and procrastination! i read somewhere that someone modified there heat sink, because they had the same issue as me. and it worked. i figure repaste it and replace it and i might be fine.
question, if you clean the engine, you know, soap and water. and engine starts to act funny afterwards, what would be the first thing you go for?

A Hair Dryer.
I think everyone is melting their ICM Module because they too have some sort of Platinum plugs with too low of a resistance than a stock plug which the EDI/computer needs.
My plugs turned out to be double Platinums and the resistance was so low the computer wouldn't let the truck run with them.
